We are a group of bipartisan Westfield residents who are very concerned about the planned drastic transformation of town-owned properties. The proposed development of the South Avenue commuter lots with two large 4-story structures and a parking deck as well as a North Avenue parking deck and residential building are inconsistent with the character of Westfield and the desires of residents as evidenced by the Master Plan Reexamination survey. This development and these structures will exacerbate already terrible town traffic and congestion, and will permanently alter the Westfield suburban lifestyle and quality of life. 


We are committed residents and business owners that want the betterment of our town and responsible development. Our mission is to clearly articulate this to residents and town officials, and change the plans and direction of the One Westfield Place/Streetworks proposal.

We think the One Westfield Place redevelopment proposal is too massive and is out of character for our town.

SCOPE OF THE ONE WESTFIELD PLACE PROPOSAL

Information From Streetworks/One Westfield Place Preview Center

HBC-Owned Property (red box on left, above):

Lord & Taylor lot

100,000 square feet of office space

13,000 square feet of retail space

Residential units

  • 2 new apartment buildings 
  • 138 units each (rental only),  55+ age group

530 parking spaces for tenants and workers


North Ave and Clark St

Row of townhomes 

  • 16 units (rental only), 4 stories tall, 55+ age group

Residential building

  • 34 units (rental only), designed for young families



Town-Owned Property (red box on right, above):

North Ave and Central Ave (current North Ave municipal parking lot)

Above-ground parking garage with 300 spaces 

Residential: 35 units (rental only), loft style, no age restrictions


South Ave (current South Ave municipal parking lot)

210,000 square feet of office space within 2 buildings, each over 70 feet high

12,000 square feet of retail space on first floor of office buildings

Underground parking garages with 525 parking spaces for office and retail 

100 parking spaces on pavement abutting NJ Transit train tracks 

Separate above-ground parking garage with 200 spaces 

Totals for One Westfield Place Proposal

Office space: 310,000 square feet 

Retail space: 25,000 square feet

Residential units: 223

financial information

Many features of the proposal will not be paid for by the developer

 Streetworks/HBC is not paying for:

  • The 2 above-ground commuter parking garages planned the South Ave and North Ave locations 
  • The “town green” or “town square” green spaces on the north and south sides of the train station
  • Beautification and reconfiguration of Quimby St 
  • The new traffic lights and crosswalks proposed by Streetworks to mitigate the traffic impact of their redevelopment project 
  • A new fire house to replace the one on North Ave and Prospect St
  • Burying the power lines along South Ave across from the existing town parking lots

 

Instead, the town will pay

The town will pay for these with PILOT revenue. 


What is the cost of these, and what is the projected cost of maintenance? 


How far will the PILOT revenue go for town needs over the next 30 years after expenditures like these?


Ask your town council reps directly about these concerns.

Traffic Impact

One Westfield Place will generate hunderds of additional car trips per day in and out of the town-owned property area on South Ave alone — all converging on and concentrated in a small and already highly developed (and further developing) section of our town.

This traffic estimate is solely based on the office space plan/capacity at the South Ave municipal parking lot alone. 


It does not include traffic created by the additional new employees and visitors of the planned retail space at this location.

  • Traffic associated with this retail space will not be restricted to traditional rush hour times corresponding to a 9-5 office job


It also does not include traffic through this corridor to and from the HBC/Lord & Taylor-owned property included in the One Westfield Place proposal.

  • With its own 100,000 square feet of office space
  • With its own 13,000 square feet of retail space
  • With its own residential units
